Should preschool children be allowed on the internet?

Children do not know how to control themselves except only some of them who are very disciplined. I believe internet is a very useful tool for good and smart people. But a very bad tool for children or naive people. To resolve addiction successfully, I believe internet should only be accessible for adults only (18yrs ++).
