Should we lower the age of criminal responsibility to 12?

It is 15 in Scandinavia but as high as 18 in Belgium. Twelve is not unusual but quite often a director of public prosecutions would have the final say even if the kid is above the stipulated age. In the Republic of Ireland the age of criminal responsibility is 12, but children over 10 can be charged with murder or rape.
