Party issues regulation to boost cadres' accountability

The Communist Party of China Central Committee unveiled on Wednesday a revised version of a Party accountability regulation that adds more details to ensure precision and efficiency.

A circular was issued at the same time, urging Party organizations at all levels to fully implement the newly revised regulation.

The Party accountability regulation issued in July 2016 has played a key role in strictly governing the Party in a comprehensive way. The revision was made according to new situations, tasks and requirements, the circular said.

The newly revised regulation adds many situations for which Party officials should be held accountable, including failing to remain consistent with the CPC Central Committee on major issues of principle as well as exercising formalism and bureaucracy.

They should also bear responsibility for not effectively solving problems that directly affect people's interests. For example, they must bear responsibility for major production safety accidents that occur within their purview and not fulfilling duties regarding education, healthcare, food and drug safety, poverty alleviation, social security and other issues directly affecting people.

The existing Party accountability regulation was adopted in June 2016 and took effect the following month to ensure that all Party officials who fail to fulfill their duties be called to account accordingly.

With the implementation of the regulation, it has become the consensus among the Party that accountability must be strictly enforced, said a work report released in February by the Central Commission for Discipline Inspection, the top discipline watchdog.

Last year, 13,000 Party committees and primary Party organizations, 237 discipline inspection committees and 61,000 Party members were found guilty of various infractions, according to the report.

The newly revised regulation adds a new part that stipulates the detailed investigation procedure after officials are alleged to have committed infractions.
