White paper outlines country's development

A white paper issued by China on Friday reaffirmed the nation's commitment to never seeking hegemony, and called on all nations to jointly build a community with a shared future for mankind.

The white paper, "China and the World in the New Era", was issued by the State Council Information Office as the nation prepares to celebrate the 70th anniversary of the People's Republic of China.

Xu Lin, deputy head of the Publicity Department of the Communist Party of China Central Committee and minister of the State Council Information Office, said the document details the relations between China and the rest of the world to help the international community better understand China's development.

The white paper highlighted the country's achievements in various sectors over the past 70 years and stressed that while working hard to realize its own development, China has contributed a great deal to world peace and development.

In explaining the reasons for China's success, the document said the country has found and will continue to pursue the right development path of socialism with Chinese characteristics — a path based on China's actual conditions — and puts the people's interests first, promotes reform and innovation, seeks common development through opening-up and adheres to law-based governance.

The white paper noted that China's development is an opportunity for the world. "Comprehensive opening-up will create more opportunities for all countries to share the benefits of China's development," said the document, adding that the country is providing more public good to the international community as well as experiences for other developing countries.

As the world undergoes profound changes unseen in a century, the white paper called for building a new type of international relations featuring mutual respect, fairness, justice and win-win cooperation while advancing economic globalization, safeguarding the international system with the United Nations at its core and promoting exchanges and mutual learning of different cultures to build a better world.

China will embrace the world in a more open and inclusive manner and have more positive interactions with the rest of the world, the document said.

Mentioning the relationship between China and the United States, the white paper stated China has no intention to challenge the US, nor replace it. It added cooperation is the only correct choice for the two countries, and a mutually beneficial relationship is the only path toward a better future.

Ruan Zongze, executive vice-president of the China Institute of International Studies, said that the white paper answers the question of where China is headed after 70 years of development.

As the world is at a crossroads where economic globalization is challenged and protectionism and unilateralism are on the rise, the document provides the international community with China's solution about how China will shape the world and how it will interact with the rest of the world in the new era, Ruan said.
