Is it time to regulate foreign teachers' behavior?

I am a Chinese who has lived in the UK since aged 3. I am not a teacher but an engineer. I would say that in my experience the level of English teaching in the UK is very low, many English people here aren't even skilled to speak English correctly!

On the other hand, I have met many Chinese students whose level of English is if not better than mine then at least equal to mine. And many of these students have only studied in China.

At the end of the day, the teacher is only part of the equation, the other part is how much the student is willing to work at the language. It doesn't matter how great the teacher is or how perfect their accent is or how foreign they are if the student isn't willing to work more than 10 minutes a day.

Of course if you choose a teacher purely on the basis that he/she is a native English speaker without regard of how good a teacher they are, you clearly have more money than brain cells.
