Is it fair to target only Chinese travelers?

Editor's note: In response to the discriminatory policies against Chinese citizens taken by South Korea and Japan, the National Immigration Administration announced on Wednesday that China will halt issuing port visas to South Korean and Japanese citizens and suspend the 72/144-hour visa-free transit policy. I can understand their policy of COVID test upon arrival, but what is insulting is that in South Korea, only Chinese tourists are required to hang a yellow card around their necks and are taken to designated areas, just like criminals, to take the test, surrounded by reporters and TV men with cameras. It is an act of naked discrimination and should be stopped immediately.
