Guangdong set to reform Hukou system

The central government said it plans to revise the household registration system, or hukou, to facilitate the integration of hundreds of millions migrant workers in the Pearl River Delta region into the urban areas.

The proposal was listed in the Development Blueprint for the Pearl River Delta (2008-2020) published by the central government today. But no timetable was specified.

The Pearl River Delta will explore areas of improvement in the migrant management system, and the feasibility of introducing a unified registration system for both rural and urban residents.

The blueprint indicated that the region will revise the household registration standards in small and medium cities to help migrant workers who have stable jobs to register as urban residents so that they can enjoy all the rights as other local residence.
