To avoid a dog running across a street in Siping, Jilin province, a man surnamed Qi jammed on his brakes so hard and skidded off the road last Saturday.

To his surprise, the owner of the dog, a woman, rushed up to Qi and demanded he pay compensation for causing mental anguish to the dog.

Qi got angry and called the police who told the woman that it was her fault for not controlling the dog.
