It has been a year since implementation of the two-child policy but the effect is far from expectation. About 16.87 million children were born in China in 2014, only 470,000 more than that in the previous year. Many specialists and scholars are calling for a comprehensive two-child policy, raising wide ranging discussion.
Adjusting population is of strategic significance and more important than control of the population size. I suggest those well-educated should be granted permission to have three children to improve population quality. All other couples could have two. Not only the single-child family but every citizen could enjoy this kind of fertility policy.
