Insufficient staff behind accidents

The latest inspection conducted by the maritime affairs bureau finds that 10 per cent of the ships entering or leaving Shanghai Port suffer a shortage of crew.

Last year one ship accident occurred every two days on average, and 80 per cent of these accidents had something to do with a lack of staff.

One crew member often has to perform the jobs of several people, resulting in overtired workers.

And many ships do not even have qualified captains at the helm.
