Guiyang, capital of Guizhou province, vowed to take five years to improve the city's educational level and build itself into a city with strong education within 10 years, according to Chen Gang, municipal Party secretary, on Monday at the city's conference on education development.

Chen stressed that six problems hinder the city's education development, including an unreasonable layout of schools, insufficient education resources, unbalanced education development in urban and rural areas, and inadequate quality-oriented education.

With an aim to take the lead in popularizing 15-year basic education in the province within three to five years, Chen has required the city’s related departments to carry out 20 things this year. They include four aspects: infrastructure construction, compulsory education, vocational education and quality education.

According to the requirement, Guiyang would build or reconstruct 10 kindergartens and build 28 schools and kindergartens in communities this year, ensuring 65 percent of compulsory education schools have standard operation conditions.

To open wider to the outside and strengthen international cooperation, Guiyang has begun to build international schools in Wudang, Guanshanhu and Yunyan district, introducing five high-quality schools from other provinces.

"The main reason for education problems lies in that we do not put enough emphasis on education development, and total investment is also insufficient. Related officials need to solve citizen education concerns by doing 20 practical things extremely well," Chen said.
