According to Xinhua.net’s, “best 10 service outsourcing bases” released in Tianjin on May 16, Zhongguancun Software Park, Dalian Software Park and Shanghai Pudong Software Parkrank as the nations top 3. Of note Huaqiao Internet Service Park, which was established less than three years ago, came in at number five.

Huaqiao International Service Business Park is situated in the Kunshan Huaqiao Economic Development Zone, on the border between Shanghai Municipality and Jiangsu Province, covering an area of 50 square kilometers. With its geographic advantage, planning and design more impressive than most other normal cities, plus its infrastructure which is better than other industrial gardens, alongside business costs that are lower than those in Shanghai, Huaqiao has achieved remarkable success during the first three years.

Looking at the city’s construction 11 billion yuan been invested into fixed assets and 3 billion yuan for infrastructure construction. Floorage and areas currently under construction occupy 8 million square meters, as well as an increase of 2.00 million square meters of afforestation. Development of key functional districts is also being accelerated, such as service outsourcing base, headquarter base and logistics base.

The first phase of training base of service outsourcing talents is completed, and has been approved to be the provincial training base on service outsourcing talents and modern service talents training base of Jiangsu. The base has attracted many prominent training agencies to settle, and could train 15,000 specialized talents per year on ITO, BPO and KPO.

10 functional projects, such as a school, a hospital and entertainment facilities will be completed before the end of the year.

The evaluation took six months to run through several steps: to send out and retrieve questionnaires, statistical treatment and analysis, and comprehensive evaluation. Finally, the “best 10 service outsourcing bases” were released after appraising 5 aspects: Infrastructural (hardware) environment, service (software) environment, industrial environment, talent environment and cost environment.

The research covers 29 cities and 126 software parks, which are all representative parks of a certain scale, some of them doing well in the industry or having special characteristics. Apart from the four mentioned above, the other six on the list are Suzhou High-tech Zone, Shenzhen Software Park, Software Park of Tianjin Binhai Hi-Tech Industry Development Zone, Xi’an Software Park, Wuhan Optical Valley Software Park, and Chengdu Tianfu Software Park.
