Tianjin Municipal Human Resources and Social Security Bureau, Education Commission, and Finance Bureau publicized a measure on implementing the establishment of an incubation base for college students' entrepreneurships.

Targeting the incubation bases for first-time college student entrepreneurs, the government will issue a support fund of as much as one million yuan ($161,000) to encourage and cultivate college student entrepreneurs, and attract more college students to start their entrepreneurships.

According to the measure, the government will issue a support fund of 500,000 yuan for incubation bases that attract more than 30 first-time college student entrepreneurs and provide up to 100 job openings.

The government will issue a support fund of 750,000 yuan for incubation bases that attract more than 45 first-time college student entrepreneurs and provide up to 150 job openings.

The government will issue a support fund of one million yuan for incubation bases that attract more than 50 first-time college student entrepreneurs and provide up to 200 job openings.

Incubation bases which have enjoyed the preferential policy for more than a year, and whose new added number of first-time college student entrepreneurs and job openings meet the requirement are qualified to apply for the support fund for a second time.

First-time college student entrepreneurs are those who have been issued business licenses for the first time and have moved into the incubation base within a calendar year (while those who have crossed a calendar year will receive a three-month extension).

The measure also contains detailed information on recognition requirements, the application process, and required certifications. From now on, qualified incubation bases can apply for the support fund at Tianjin Municipal Human Resources and Social Security Bureau or local district or county level human resource and social security departments.
