Tianjin solves housing problems for low-income families

With a focus on improving housing quality of the medium and low income families, Tianjin has included the housing security into the “20 pro-people projects” every year. It keeps expanding the construction scale of indemnificatory housing. A stratified housing security system with clarified policy is being implemented according to the plan step by step to relief the housing difficulties faced by the medium and low income families.

In recent years, in accordance with the principles of moderate, stratified and multi-form, Tianjin speeds up the building of housing security system through policy guidance and proper public financial support to cover the market mechanism’s shortage. To date, it has already developed four systems, namely, low-rent housing, affordable housing, public rental housing and price-fixed housing, to guarantee the residents’ housing hierarchically in accordance with different income levels.

Tianjin ranks in the front for its security range, scale of indemnificatory housing and number of beneficiaries.

From 2004, Tianjin had already built 740,000 indemnificatory apartments in total by the end of the 12th Five-Year Plan period, while 125,000 families received rent subsidy. It has established a housing security system with focuses on three kinds of subsidies and three kinds of housings, including public rental housing, affordable housing and price-fixed housing, to solve the difficulties for minimum-, low- and medium- income families.

During the 13th Five-Year Plan period (2016-2020), Tianjin will loosen the access limitations to expand the housing security range, improve the standard of rent subsidy and speed up the shanty area reconstruction. It also plans to start the upgrade project for the central urban area’s old buildings and finish the urban villages’ reconstruction basically.

For the sandwich-class, which describes a group that do not meet the requirements for budget homes nor can afford commercial housing, the city will provide financial support for their housing. Meanwhile, it will improve the public services and management level of indemnificatory housing, and improve infrastructure and non-profit public supporting facilities.

In 2016, Tianjin plans to build 50,000 indemnificatory apartments generally, and grant rent subsidy for 5,000 households more. In order to coordinate income standard of rent subsidy with the disposable income of Tianjin residents, the city has adjusted the regulations from March 1 as follows:

First, for the families with a serious disabled family member or more than one disabled member in the Tianjin’s six districts, the income standard to access low-rent housing’s physical distribution subsidy is adjusted from the last year’s average per capita monthly income less than 960 yuan to less than 1,050 yuan per capita. For the families with Model Worker Honor at or above municipal level, or with honor for doing boldly what is righteous at or above municipal level, as well as the martyrs’ families that do not enjoy regulatory governmental compensation payment, families of the soldiers died while on duty or families of soldiers died of illness, the income standard is adjusted from the last year’s annual income less than 45,000 yuan per year to less than 50,000 yuan per year.

Second, the income standard for a family to apply low-rent housing’s rent subsidy is adjusted from the last year’s average monthly income less than 1,380 yuan to less than 1,490 yuan. For the families with Model Worker Honor at or above municipal level, or with honor for doing boldly what is righteous at or above municipal level, as well as the martyrs’ families that do not enjoy regulatory governmental compensation payment, families of the soldiers died while on duty or families of soldiers died of illness, the income standard to apply for low-rent housing’s rent subsidy is adjusted from the last year’s annual income less than 45,000 yuan to less than 50,000 yuan.

Third, for the family to apply for public rental housing’s rent subsidy, the income standard is adjusted from the last year’s average monthly income less than 2,640 yuan per capita to less than 2,850 per capita.
