公共信用信息(gōnggòng xìnyòng xìnxī): Public credit information

Beijing has released a regulation on the management of public credit information, which stipulates that organizations or individuals' public credit information could be used as reference in government procurement, bidding, scientific and technological project applications for funding, personnel recruitment, professional title review as well as commendations and awards.
After the regulation is implemented, Beijing will establish a unified public credit information service platform, which gathers the basic data and credit information of organizations and institutions for public scrutiny.
The basic data of individuals include their names, ID numbers, educational backgrounds, employment, professional titles and qualifications. It clearly stipulates that the law prohibits the collection of personal privacy information including religious beliefs, genes, fingerprints, blood type and diseases.
Better than a blacklist system, a public credit information system will not only help punish discredited organizations and individuals, but also inspire organizations and individuals with good credit and reputation. Organizations and individuals with good credit could be given preferable policies or government support in many aspects, and they could enjoy a simplified procedure during application of administrative affairs or public service.
It is expected the launch of public credit information system in Beijing will help reduce discredited or dishonest issues in social and economic field, as well as improve the public's sense of credit.
