China's second- and third-tier cities are expected to provide more talent and opportunities for foreign enterprises in the future, said Guy Dru Drury, chief representative of China NE SE Asia for the Confederation of British Industry (CBI).

China's local governments are encouraging employment and advancing technological development, thereby providing favorable policies and highly educated and localized labor resources. Making full use of those resources, foreign enterprises can boost their growth, Drury said at the CEO: Growing with China event.
