This year, Zhang's suggestions were related to green logistics, the financing of small and micro-enterprises, reserves of civilian emergency supplies and elderly care services.

In his suggestions to the top legislature, Zhang said "green development" should be incorporated into the logistics industry's key chains, such as storage, transportation, packaging and recycling, in order to achieve carbon peak and carbon neutrality.

New green infrastructure and low-carbon ecosystems should be built via launching a carbon footprint certificate system, Zhang added.

For financing of small and micro-enterprises, Zhang suggested establishing a connected and comprehensive system integrating policy implementation and industry information to provide data support for business innovations in financial institutions.
