Zhai, who is also the head of the Babala Pet Hospital, said he was approached by a government official in early May regarding the setting up of a facility to house the pets of owners who needed to be in quarantine.

Zhai then found a vacant house that was large enough for about 50 animals. The services he provided were free and mainly for pet owners living in the Laoximen area in Huangpu district.
