Beijing Municipal Bureau of Public Security has the following main functions:
1.Implement public security guidelines, submits local draft regulations, and undertakes public security operations in Beijing.
2.Have full knowledge of elements affecting policy stability, harming domestic security and disrupting public order, and implement counter-measures.
3.Prevent, stop and investigate criminal activities, handle social disorders and riots, manage assemblies, parades and demonstrations, and administer special professions and hazardous articles.
4.Maintain traffic safety and order and handle traffic accidents in Beijing.
5.Manage fire-fighting work and supervise fire control efforts.
6.Provide security service to state leaders of China and important foreign guests.
7.Manage household registration, nationality and entry and exit affairs for Beijing residents, and handle matters related to residence and travel in Beijing by aliens.
8.Enforce punishment over criminals who are sentenced to surveillance, short term of forced labor under detention, or deprivation of political rights and those who are serving terms outside prison; oversee criminals who are on probation or parole; and manage jails, detention houses, drug-relief reformatories and penitentiaries.
9.Supervise public information network security.
10.Supervise the security of government agencies, social groups, institutions, enterprises, and key construction projects; and provide guidance to mass organizations in preventative security measures.
11.Manage corrections through custody and reeducation through labor.
12.Develop public security technology, including information technology, criminal investigative techniques and operation techniques.
13.Supply the Bureau’s functionary departments with public security equipment,uniforms and funds, and supervise subordinate public security bureaus at the district and county levels on such logistic affairs.
14.Implement disciplinary regulations for the Beijing police force; train police officers and raise public awareness of security; manage police officers and police ranks in accordance with its jurisdiction; investigate police misconduct cases.
15.Manage the police and the fire brigades, and command armed police in public security operations.
16. Undertake other duties assigned by the Beijing Municipal Government.
