Lin Keqing was born in Hubei province in October 1966. He began his professional career in August 1988 and joined the Communist Party of China (CPC) in December 1990. He graduated from Renmin University of China (RUC) (as an on-the-job postgraduate student) with a master’s degree in religious studies and later received his PhD.
Lin formerly served as deputy Party secretary and then Party secretary of the Dongcheng district committee of the Communist Youth League of China; deputy district chief of Dongcheng district; director of the general office of the Dongcheng district government; member of the standing committee of the Dongcheng district committee; first deputy district chief of Dongcheng district; chairman of the Taiwan Affairs Office of the CPC Beijing Municipal Committee; deputy Party secretary of the Daxing district committee; deputy district chief of the Daxing district committee; acting district chief and then district chief of the Daxing district committee (bureau level); Party secretary of the working committee of the Beijing Municipal Economic and Technological Development Zone.
