"Government should give more support for non-governmental orphan adoption. Housing is a top priority for orphans. They should have access to low-rent housing. The civil administration department and other relevant government sectors should make a thorough survey on Beijing’s non-governmental orphan adoption policies and put forward local legislation as soon as possible to regulate their adoption."
