Beijing Entry-Exit Inspection and Quarantine Bureau (Beijing CIQ) will make a group of favorable policies for inspection and quarantine on imported biological materials in Zhongguancun Science Park, the bureau announced during a press conference in Beijing on June 16.
Zhongguancun has a number of national key scientific research institutes and famous international biological R&D centers. It is also an important base for the development of China's biological industry.
The State General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) and Beijing CIQ have attached great importance to the park. The two decided to fully promote pilot reform of imported biological materials there after a comprehensive risk analysis and in-depth research.
AQSIQ will give a part of its examination and approval authority to Beijing CIQ, which may bring great convenience for pilot biological enterprises.
The approval time for the importation of biological materials will be shortened from 20 working days to three working days.
In addition, the expiry date of enterprises’ licenses for the entry of animal and plant quarantine will be extended from six months to 12 months.
Huang Song, assistant to the director of the National Institute of Biological Science, said that these new policies would help improve the competitiveness of Beijing’s biological medicine industry.
The biological industry is a high priority for the nation’s 12th Five-Year Plan (2011-2015). Since China’s biological industry faces fierce competition from countries around the world, speeding up the imports of biological materials that enterprises need during their production and R&D has become essential.
However, only after strict inspection and quarantine can biological materials be imported and put into use. Therefore, the traditional inspection and quarantine supervision system can no longer fit the rapid development of the industry.
