Ban on cellphone use while driving urged

The National People's Congress, China's top legislature, was advised to make using a cellphone while driving punishable under criminal law after a senior citizen was struck and killed by a cellphone-using motorist driving 70 km/h, China National Radio reported. According to surveillance footage, the driver looked at his cellphone 39 times in seven minutes.
