Beijing's Xicheng district published its scheme for the latest round of educational reform at the Fifth Session of the 15th People's Congress in Xicheng district on Jan 13.
The scheme, which was drafted after the publishing of Opinions on Implementing the Integrated Reforms of Key Areas in Compulsory Education last April, covers almost all the levels of education, such as preschool, compulsory education, vocational education and adult education.
Xicheng district will make efforts to balance educational resources to further increase the number of high quality schools by allowing prestigious ones to open branch campuses and encouraging institutions of higher learning to run schools on a cooperative basis, while phasing out independent junior high schools.
The number of school districts in Xicheng that receive graduates of primary school students will be increased from 7 to 11, equalling the number of school districts at the primary education level.
The initiative aims to ensure that each school district at the compulsory education level will have high quality educational resources.
According to the scheme, Xicheng district will make greater efforts to build kindergartens sponsored by educational authorities, in order to meet the demands of local residents. More public kindergartens and branches of high-quality kindergartens will be built in new residential areas.
The unlicensed kindergartens in the district will be treated according to their specific condition. Those with required facilities but without a license will be allowed to operate under the authority's supervision; those without required facilities will be decisively weeded out.
From 2015 to 2017, Xicheng district will strive to open 15 new kindergartens, a goal set at the conference on educational work.
Of the 15 kindergartens, four will be newly built ones in new residential areas and three will be branch kindergartens with the support of social resources.
As a result, a total number of 2,000 enrollments will be available. And it will better meet local residents’ needs for preschool education.
According to the official in charge from the Xicheng District Commission of Education, it will optimize the structural distribution of vocational schools this year to build featured demonstration specialties.
On the one hand, efforts will be made to build such majors as Hotel Service and Management, Financial Affairs and Preschool Education to support the coordinated development of Beijing, Tianjin and Hebei with professonals.
On the other hand, efforts will be made to integrate educational resources to establish the Xicheng District Vocational College; to improve the training model based on school-enterprise cooperation; to have in-depth exploration in specialty development, talent cultivation, multifaceted cooperation, and curriculum development to vitalize vocational education.
