Haidian leads the way in restructuring schools across the district. It has integrated 24 primary and middle schools throughout 2014, and established four schools that offer nine-year education. 9,680 education slots were created in total, including 5,760 at primary schools and 3,920 at middle schools.
A series of measures have produced remarkable achievements in Haidian's educational development. Quality education resources spread across the district by the end of 2014, and resident's satisfaction rate has increased.
Haidian focused on district's central and southern parts for education layout adjustment in 2014. It integrated the Chedaogou primary school into a high school affiliated to the Beijing Institute of Technology, and started a nine-year education system.
The district also built a quality education cluster in the northern part. Well-known local educational institutes initiated new educational supporting facility construction and ran branches in multiple sites to expand quality education resources.
Haidian aimed to introduce nine reputable schools in four towns in the north to make sure each town has at least one respected primary and middle school and to boost local educational development. Under the plan, about 10,000 quality educational opportunities will be created in the north following the introduction/opening of nine schools.
In 2015, the district will continue to push forward educational layout adjustment, focus on educational facilities integration in areas around Xueyuan Road and Sijiqing. School district mechanism reform will be advanced. School districts scale and number will be adjusted based on the existing 12 primary school areas, and middle schools will be put under school district management.
Haidian will take steps to realize that school district will put various educational resources under its own jurisdiction, effectively increase quality educational resources, and strive to meet public demand for quality schools close to home.
Haidian formulated a three-year action plan on constructing new primary and middle schools (2013-2015) to meet educational requirements for school-aged children and optimize educational resources distribution. The district planned to spend 3.8 billion yuan, building 27 primary and secondary schools in three years, consisting of 16 new projects and 11 reconstruction and expansion projects. A total of 30,000 education opportunities will be added.
The Tsinghua High School Yongfeng, CNU High School's West and Xiaoyuquan campuses, the Beijing No 20 High School's Yongtai branch, Cuiwei Primary School's Wenquan campus, Teachers Training College's experimental primary school, Dongsheng experimental primary school and Tangjialing primary school have already completed construction and have already opened, creating 11,160 educational opportunities.
Beijing No 101 Middle School's Wenquan campus, Zhongguancun No 3 Primary School's Wanliubei campus, middle schools affiliated to Beijing Medical University and Beijing Jiaotong University, Liulitun and Jindian primary schools, and Wanquan Primary School's Shuguang campus are currently under construction.
A total of 12 projects, including teaching building construction at Yuying Middle School and the middle school affiliated to China University of Petroleum will start construction soon.
The No 101 Primary School's Wenquan campus and Zhongguancun No 3 Primary School's Wanliubei campus will finish construction in July 2015 and start to accept students. It sits in Haidian's Wenquan town and covers an area of 33223.18 square meters. It involves nearly 400 million yuan in investment and will have 36 classes and take in 1,620 students. Zhongguancun No 3 Primary School's Wanliubei campus sits in Wanliu district and covers an area of 23,500 square meters. It will open 48 classes and greatly ease pressure on education of school-aged children in Wanliu area. At the moment, major part of the project has been completed and the whole project will finish by April 2015. The campus will begin enrolling students in September. The two schools together will have created 4,000 education opportunities.
Haidian encourages middle and primary schools to work with social forces, such as local teaching, research and education institutes as well as the National Center for the Performing Arts in order to expand school operations. At the moment, a total of 18 primary schools in Haidian have jointly organised special art programs with nine colleges and universities, including the Chinese Conservatory of Music.
A total of 45 middle and primary schools have joined forces with 20 universities to raise the quality of Chinese and English teaching. The National Center for the Performing Arts has carried out programs to cultivate interest in opera at 30 schools, and 12 institutes of higher education have offered support to 25 middle and primary schools.
Haidian carried out a three-year preschool education action plan during 2011-2013 and created 14,100 education opportunities through building 13 kindergartens, accepting17 community kindergartens, and renovating and expanding 106 existing ones.
Another three-year action plan kicked off in 2014, when 2,000 educational opportunities were created through accepting new kindergartens and supporting expansion of the existing ones. The new action plan will develop pre-school education for the public benefit through multiple channels and forms, and strive to create 7,000 opportunities for school-aged children.
The district will create 2,000 new education opportunities at kindergarten level through expanding existing kindergartens, encouraging social forces to build new kindergartens, conducting education reform and accepting community kindergartens.
