The district of Haidian has seen a larger residential population decrease than the other urban districts in Beijing because of its measures of closing regional wholesale markets and transferring industries to control the population implemented in the first half of the year.
According to an official, Haidian began implementing a forbidden & limited industry list at the beginning of this year and estimating important projects' land usage, water distribution, energy consumption, employment and revenue, to restrict undesirable projects from the very beginning.
Haidian plans to move out eight industrial enterprises and close 12 visible markets. In the first half of this year it removed four companies, recovering 350-mu (around 60 acres) of land. It also closed down ten wholesale markets including the Wanjiadenghuo Fruit Market and the Shenghongda Commodity Market.
Haidian allocates population restriction targets to companies’ subordinate offices, and asks the statistical department to monitor the regional population. Up to June, the Haidian resident population had declined to 3,666,000, 28,000 less than last year
