Shanghai's industrial output surged in the first quarter,
spurred by strong growth in the electronics and automobiles sectors, the
nation's statistics bureau said yesterday. Combined output at the city's
industrial enterprises jumped 15 percent on-year to 391 billion yuan (US$48.9
billion) in the three months ending in March, a rate 3.6 percentage points
higher than a year earlier, the National Bureau of Statistics said on its

Since the mid and late 1990s, China has been engaged in a second-round
reform of certain monopolized industries. The direction is to loosen controls and introduce as
much competition as possible to areas where competition is possible.
