A regulation now under draft may restrict discount rates and the price ranges found in local department stores, as a bid to cool the city's over-heated promotion phenomenon, Shanghai Evening Post reported yesterday.

All kinds of holidays, from traditional to foreign, bring pleas for discount rates. This inevitably leads to vicious competition among shops and department stores.

However, the situation in shopping departments is still better than that among the city's three home appliance tycoons, which frequent bargains to once a week.
