China my include oil held by private companies in calculations of the nation's state commercial reserves, China Business News reported, citing Zhao Youshan, head of the China Chamber of Commerce's fuel distribution department.

Including private holdings in state reserve calculations may pave the way for the removal of limits on oil purchases by private companies, the newspaper reported, citing Zhao, who's department proposed the change to the government.
