China will add about 100 million tons to its oil refining capacity during the 12th Five-Year Program which runs from 2011 to 2015, said Zhang, who is also vice director of the National Development and Reform Commission, while speaking at a national energy conference.

Further, China will strengthen its domestic oil exploration and production over the next five years to produce 200 million tons of crude oil annually, he said.

Also, China will accelerate the construction of oil and gas pipelines over the next five years as pipelines are extended to reach 140,000 kilometers by 2015.

Zhang forecast China's oil output may hit 190 million tons this year, while gas production will exceed 100 billion cubic meters.
