Procurement of wind turbine generator units and accessory equipment for Phase II of Putian Pinghai Bay offshore wind power farm (rebidding) (hereinafter referred to as "project subject to tender")

1. Fujian Tendering Center Co., Ltd. (hereinafter referred to as "the Tendering Agent"), entrusted by Fujian Zhongmin Offshore Wind Power Co., Ltd. (hereinafter referred to as "the Tenderer" or the "Bid Inviter"), now holds a domestic public tendering for procurement of wind turbine generator units and accessory equipment for Phase II of Putian Pinghai Bay Offshore Wind Power Farm for deciding the successful bidder.

2. Project Overview and Scope of Bidding

2.1 Project overview

Phase II of Putian Pinghai Bay Offshore Wind Power Farmis situated in Putian Pinghai Bay, Xiuyu District, Putian, Fujian Province. The project neighbors Daitou Peninsula on the west and Nanri Island on the north. It is about 12 km far from Pinghai Town. The total installed capacity of the wind power farm will reach about 250 MW. Not more than 50 sets of offshore wind turbine generator units, with an individual capacity not less than 5.0 MW, are expected to be installed.

2.2 Scope of bidding

The scope of bidding includes 20 sets of offshore wind turbine generator units with individual capacity not less than 5.0 MW. It includes, but is not limited to, electric system and control system of the wind turbine generator units and accessories, towers matched to the wind turbine generator units, step-up equipment, ring-network cabinet, complete monitoring system, spare parts, exclusive tools and relevant technical service. 3. Delivery Term and Method

3.1 Delivery Term

• First batch (four sets) of foundation ring or anchor cage: to be delivered before July 31, 2017;

• First batch (four sets) of wind turbine generator units and its accessories: to be delivered before November 10, 2017;

• Second batch and subsequent foundation rings or anchor cages: quantities and delivery time shall be subject to three-month notice from the bid inviter;

• Second batch and subsequent wind turbine generator units and its accessories: quantities and delivery time shall be subject to the six-month notice from the bid inviter;

• All foundation rings and anchor cages shall be delivered before June 30, 2018;

• All wind turbine generator units and its accessories shall be delivered before July 31, 2018.

3.2 Delivery method: Delivered Ex Quay designated by the bid inviter or vessel delivery (i.e., the bidder shall be responsible for transporting the goods to the dock or vessel designated by the bid inviter and all procedures, costs and risks in respect of the same; and unloading and transferring the goods from the seller’s vessel to the offshore wind farm installation vessel or the transfer barge).

3.3 Delivery place: Any dock or offshore berth designated by the bid inviter within the range of 50km of the site.

4. Qualification of the Bidder: Any entities that meet the qualification and are capable to undertake the subject project are welcome to bid.

A post-qualification manner will be adopted for reviewing the bidder’s qualifications under this tendering and qualifications will be reviewed according to the contents and criteria as follows:

(1) The bidder shall be qualified as an independent corporate body.

(2) The bidder or the manufacturer to cooperate shall has the experience and capability of designing and manufacturing offshore wind turbine generator units and accessory equipment and shall be able to provide the goods and services described in the scope of bidding.

(3) The offshore wind turbine generator units and accessory equipment to be provided by the bidder shall meet IEC I standard or GL I standard.

(4) The bidding models provided by the bidder for this tendering project shall satisfy the requirements for connection with the power grid, including but not limited to availability of a low-voltage ride-through capability, etc. and shall be accompanied by a corresponding test report. Should relevant documents such as a test report on availability of a low-voltage ride-through capability, etc. are not submitted at the time of bidding, it shall be promised by the bidder in the bidding documents that the above-mentioned relevant report will be submitted by the early December 2017.

(5) The bidder shall be good in bank credit and business reputation, and shall not have been ordered ceasing of business, receiving or frozing of its assets, or be in a state of bankruptcy.

(6) Any corporate bodies, other organizations or individuals who are interested persons of the Bid Inviter or likely to affect tendering fairness shall not bid. Different entities whose responsible person is the same person or with controlling or managing relationships shall not bid this tendering project at the same time.

(7) Any joint bid is not acceptable under this tender.

5. The Bid Inviter will sell its tendering documents daily from 09:00 to 11:00 and from 15:00 to 17:00 on February 9 through February 15, 2017 at Fujian Tendering Center Co., Ltd. (Address: Room 631, Tower C, Tendering Building, No.68 Hongshanyuan Road, Gulou District, Fuzhou City, Fujian Province). The tendering documents (including electronic documents) are priced at RMB 2,000 Yuan and this amount is non-refundable.. If it is required to purchase the tendering documents at any other place, postage charges of RMB 50 Yuan shall be payable additionally, and in such cases the purchase price for such tendering documents shall be remitted into the account of the agent and the scanned copy of remittance evidence shall be sent to email address of the tendering agent and the purpose of remittance, name of entity, contact person, address and telephone number, email address , etc. shall be indicated so as to facilitate receiving the tendering documents in both electronic and printed manners.

6. A comprehensive evaluation method is adopted under this tendering project as the bid evaluation method.

7. Payment for the bid security

The bid security shall be paid by: The bidding deadline.

The bid security shall be paid through: Inter-bank transfers or telegraphic transfers.

The bid security shall be: RMB eight hundred thousand Yuan (¥800,000.00)

8. Deadline for submitting the bid documents: 9:30 AM on March 8, 2017 (Beijing Time). Place for submission: Project Bidding Room, 4F, Tendering Mansion, No. 68 of Hongshanyuan Road, Gulou District, Fuzhou. Recipient: Fujian Tendering Center Co., Ltd.

9. The bid will be publicly opened at the above-mentioned time and place. The legal representatives or duly authorized representatives (authorization letter from legal representative shall be required) of bidders shall present ID Cards and check in as a proof of attending the bid opening meeting, otherwise, such tenders will be rejected.

10.The Announcement of Tender shall be published onwww.chinabidding.com, www.fjbid.gov.cn, www.chinabidding.com.cn, China Daily (http://cn.chinadaily.com.cn), the website of Fujian Investment & Development Group Co., Ltd. (http://www.fidc.com.cn) and the website of New Development Bank. Clarification on bidding document and supplemental notification shall be published on www.chinabidding.com, www.fjbid.gov.cn and www.chinabidding.com.cn.
