International Competitive Bidding for Basic Design of the New China Polar Icebreaking Research Vessel

As entrusted by Chinese Arctic and Antarctic Administration (hereinafter referred to as the "Arctic and Antarctic Administration"), Guoxin Tendering Group Co., Ltd. hereby launches public bidding internationally for the Basic Design of the New China Polar Icebreaking Research Vessel and now invites interested and qualified bidders to participate in the bidding of the project.
1. Source of Funds: state appropriation.
This project has been approved by the National Development and Reform Commission of the People's Republic of China and the Approval Number is Fa Gai Tou Zi [2011]1414. At the moment, the design fees of the project have been put in place.
2. Project Background:
Chinese Arctic and Antarctic Administration plans to build an advanced new icebreaking research vessel to meet the urgent need of polar scientific research. The new vessel will be equipped with advanced polar ocean/atmosphere/sea ice integrated survey instruments, marine geological and geophysical investigation equipment, and marine biological and ecological investigation instruments. Meanwhile, helicopters and associating system will also be equipped. In the integrated environmental investigation, it has the major integrated marine and atmospheric observing and sampling capabilities closely related with climate change, and could be a comprehensive survey platform of basic research in the polar oceans; in the marine geological and geophysical investigations, it can carry out seasonally the polar marine geology, marine gravity, magnetic and seismic surveys, and become a scientific research platform of marine bottom sciences; in marine biological and ecological investigations, it will equip with marine organism and ecological survey and assessment tools, and acts as a biological investigation platform. It can take part of the Antarctic station supplies transportation task.
The icebreaking research vessel used in polar scientific expedition is built for the first time in China. Chinese Arctic and Antarctic Administration is expected to select world-renowned design company to complete the basic design through international competitive bidding. The detailed design for the vessel will be launched for bidding following the completion of the basic design.
3. Scope and Target of Tendering:
Design task of the project refers to the basic design of the type vessel. In order to meet the requirements of the Chinese Government for managing such projects of this kind, the design works of the project are divided into two stages: expanded concept design and basic design. The bidder shall carry out the following design contents and fulfil the required target and depth of design.
The new vessel shall be integrated with modern shipbuilding and navigation technology, with light-load displacement of 8,000t-class, endurance 20,000 nautical miles(n.m), holding force 60 days to meet the unlimited navigation area and the polar sea requirements, and has a global navigation capability of a "green" polar scientific icebreaker.
The new vessel shall has the optimal ship design and advanced electric propulsion system, ability to meet the operation in the second-year sea ice mixed with multi-year sea ice. Ice breaking thickness is not less than 1.5 m ice plus 0.2 m snow, continuous ice-breaking speed of 2 to 3 knots; with active roll stabilization system; equipment CCS DP-2 class dynamic or equivalent positioning system; take appropriate noise and vibration reduction measures to meet the modern observation facilities and acoustic detection requirements; and to ensure higher ship construction and use with relative low cost.
The new vessel shall has the comprehensive three-dimensional, real-time, synchronous survey, analysis and processing capabilities on the basic elements of ocean hydrography, physics, geology, biology, chemistry, acoustics and air in a wide range of area of the world's oceans, as well as sea-based data system integration and information transmission capacity. With the data collection, fidelity sampling and on-site analysis and combined processing with land-based laboratory. With cable-controlled equipment (ROV), unmanned remote control submersible (AUV) and underwater survey supporting platform to meet the needs of environment, marine geophysics, and marine ecology comprehensive survey.
The new vessel shall has a certain logistical transport capacity for Antarctic stations.
4. Qualifications for Bidders
(1) Bidders shall be enterprises with independent corporate capacity.
(2) Bidders shall have completed similar ship basic design in the past two decades and the ship built has been used in polar expedition with excellent performance. Bidders shall provide design contract and documentary evidence of safe operation.
(3) Bidders shall have sound financial conditions and haven't swindled contract or been involved in other economic illegalities and major economic cases.
(4) Bidders shall abide by relevant Chinese laws, regulations and rules.
(5) Bidders shall be equipped with international quality system management certificate issued by the international authority.
5. Time to obtain the Bidding Documents:
Between 09:00 a.m. and 16:00 p.m. (Beijing time, except weekends and public holidays) starting from October 17, 2011 till October 21, 2011.

Please provide us with one copy of Certificate of Registration and other effective information of enterprise such as name, address, phone and fax number, zip code and mobile phone number of the contact person.
6. Price for the Bidding Documents:
Payment of nonreturnable fee of RMB20,000 or USD3,000 for each complete set (including one Chinese and one English paper document, and one electronic version of the Bidding Documents). For express mail order, please remit the fee to the following bank account of GUOXIN TENDERING GROUP CO.LTD., and then fax the copy of remittance slip, on which the information of project number, project name, bidder's name and detailed address, contact person, telephone number, fax number as well as zip code should be stated clearly to our company. We will promptly dispatch the Bidding documents by EMS to the relevant bidders who ask for mail order after receiving their faxes.
7. Question and doubt about the Bidding Documents:
If there is any question or doubt about the Bidding Documents, the bidder shall notify the Tendering Agent in writing (by fax and email) before 17:00 (Beijing Time) on October 26 , 2011.
8. Submission of Bids:
Bids must be sealed and delivered to the place designated by the tendering agent on or before 09:00 (Beijing Time) on December 15, 2011. Any Bid submitted beyond that date or not in line with the relevant stipulations as specified herein shall be rejected.
