Constitution process in HK boosted

The decision is important to comprehensively implement the principles of "one country, two systems", "Hong Kong people governing Hong Kong" and a high degree of autonomy, as well as the Basic Law of the SAR. It will ensure gradual, progressive and healthy constitutional development in Hong Kong in line with the Basic Law, Wu said.

The NPC Standing Committee reviewed Chief Executive Donald Tsang Yam-Kuen's December 12 report and took the decision strictly in line with the legislative procedure, he said.

"Hong Kong has remained a free and open economy," Wu said. "We believe the SAR government will hold high the banner of the Basic Law, unify people from all walks of life, address constitutional development issues in line with the NPC Standing Committee's decision, and finally reach the goal inscribed in the Basic Law that the Hong Kong CE and LegCo members are elected through universal suffrage."
