In south China's Guangxi Zhuang Autonomous Region, the regional government announced in March 1,112 government vacancies would be open to the public this year, including 100 high positions reserved for capable Communist Party chiefs working at the community- or county-level.

"Guangxi promoted 576 grassroots officials last year. Now officials at the lower level feel inspired and work much harder," said Song Xiaotian, the official in charge of recruitment at the regional government.

Governments in Beijing and Chongqing municipalities, Ningxia Hui Autonomous Region and Zhejiang Province have taken similar moves this year.

In Chongqing, the authorities have set a target of allocating eight out of ten government office vacancies to people with experience.

For Ye, the young man who seeks one of the 98 openings in Henan's provincial government this year, filing out application form is just a start.

"The next step is preparing for the examination," he said. "The competition will be extremely fierce."
