BEIJING - A committee to promote the development of human resources in Beijing's Zhongguancun technological base, often referred to as "China's Silicon Valley", was established here on Wednesday.
The committee is being jointly organized by the Beijing municipal government, the Organization Department of the Communist Party of China (CPC) Central Committee, the National Development and Reform Commission and the ministries of eduction and technology, in addition to several other departments.
An official statement said that the committee aims to strengthen the management and coordination of human resources in Zhongguancun in order to attract more talent from both home and abroad.
It said that the establishment of the committee is in line with the national guideline for developing human resources (2010-2020) and that the committee will find and explore innovative methods for managing talent.
Several central government departments jointly issued a circular in March, saying that Zhongguancun will become a featured area for "attracting talented individuals as required by national development."
According to the action plan of the Beijing municipal government, fostering of "high-level" and innovative professionals will be strengthened and more high-level talent will be introduced from overseas into Zhongguancun.
The action plan also targets establishment of a platform for scientific and technological innovation, transformation of high-tech achievements, development of emerging industries to attract talent, and fostering a favorable academic atmosphere and improvement of administrative efficiency.
The municipal government is also planning on building at least 10,000 low-income public housing units over the next three years to attract more "high-level" talent.
The municipal government will also create favorable policies concerning residence, entry and exit procedures and improved medical and housing services for new arrivals to the area.
