About 25 percent of all China's technology contracts in 2010 were signed in Beijing's Haidian district, which includes "China's Silicon Valley" Zhongguancun, it was revealed on Wednesday.

The district's science and technology commission also disclosed that it had granted 13,839 patents last year, 51.62 percent of the overall number in Beijing.

Wang Jixiang, commission director, gave credit to its online application system, which receives enterprise reports in digital forms, the only system of its kind among Beijing's scientific and technical departments.

The system was built in 2003 and has been modified to be user friendly. Wang said the Haidian government was considering using it as an example to promote e-government systems.
