China to build production bases for poor handicapped

BEIJING - The government plans to build up a number of production bases particularly for handicapped rural people in the coming decade, according to the China Disabled Persons' Federation (CDPF).
The CDPF recently issued the Sunlight Program, a ten-year development guideline for the handicapped population (2011-2020), saying that these special bases will be set up nationwide with financial assistance from both central and local governments.
Under the plan, a large number of greenhouses will be built for rural families with handicapped members, to help increase their income, with the assistance of companies or cooperatives. Meanwhile, these families are also encouraged to run businesses related to agricultural production, it says.
Moreover, the country will continue carrying out the "Sunlight" housing projects for these families, which are funded by government-backed lottery programs.
In addition, the guideline promises that the government will try hard to create more job opportunties for the handicapped, while pushing forward the urbanization drive, according to the government plan.
