China should strengthen routine sea patrols and improve coordination among marine surveillance forces, the military and foreign affairs departments, Liu Cigui, head of the State Oceanic Administration, said in an article released on the administration's website on Nov 26.
His remarks are seen as a sign of increasing Chinese awareness of safeguarding its maritime interests.
He said the development of key islands in the Xisha, Zhongsha and Nansha islands region will be carried out step by step.
Law enforcement facilities, including patrol ships, will be improved, he said.
China is studying laws and policies regarding the protection of maritime interests and is taking an active role in participating in international maritime affairs, the article said.
On Nov 23 China held an international symposium in Beijing on oceanic technical and legal affairs, which attracted more than 160 experts from about 20 countries.
