Canteens at primary and junior middle schools in Jiangsu province will not be contracted out. Instead, they will have to be managed by schools to ensure the quality of meals, according to a circular issued by the Jiangsu provincial department of education on Tuesday.

The circular came in the wake of a news report by the Modern Express in Nanjing, Jiangsu, earlier this month about a primary school headmaster in Yizheng who offered shoddy food to students and embezzled 240,000 yuan ($39,340) in boarding expenses.

The discipline inspection committee of the local Party committee has confirmed that the headmaster Qian Fulong has embezzled students’ board expenses since 2009 and it is investigating the case.

According to the Modern Express, Qian has been removed from his post as headmaster of the school.
