Shenyang proposes plan to relieve winter air pollution
Shenyang, the capital of Liaoning province, has proposed an air pollution emergency preplan to relieve air pollution in winter caused by coal heating.
According to the draft plan, Shenyang will establish an expert panel for air pollution monitoring and prediction to grade the atmospheric environment quality levels for upcoming 72-hour periods.
If there is a heavy air pollution warning, the local government will take corresponding measures to reduce the pollution, including an odd-and-even license plate rule for vehicles on the road, an injunction on open-air burning of crops, straw and waste, and setting flexible work hours on heavily polluted days.
According to the Shenyang environmental protection bureau, the local government is soliciting public opinions on the plan.
