Every year more than 185,000 people under the age of 14 die in car accidents in China, according to official data.
Zhao Xinyong, deputy director of Road Safety Research Center at the Ministry of Public Security, said that the infrequent use of car seats for is a top reason for the deaths.
Official data shows that parents use car seats less than 1 percent of the time.
“Actually, only 0.04 percent of the private cars are using car seats for kids,” he said.
Using car seats would largely reduce the danger when accidents happen, said a 2013 Global status report on road safety.
The China Women's Development Foundation, together with Volkswagen Group China, is raising awareness of the importance of car seats.
The car company also donated 1,000 children's car seats to the foundation.
Jochem Heizmann, CEO of the company in China, said that the company aims to promote the use of car seats across China.
