Couple appeals fine for second child

A couple in Taizhou, Zhejiang province, has appealed a fine of 200,000 yuan ($32,115) by the local family planning authority for having a second child on Dec 28, 2013, the day the NPC standing committee approved the implementation of its second baby policy, Beijing Youth Daily reported on Tuesday.

The couple considered their second baby was covered by the policy and filed a lawsuit appealing the fine with the city's Huangyan district court on June 9. The court accepted the lawsuit and will schedule a hearing.

China has implemented a one-child policy for decades since the 1970s but the new second child policy stipulates that if either of a couple is a single child, they can have a second baby. The wife of the couple in Taizhou is an only child.
