As to regular car rental, the drivers are provided not by rental agencies but by the lessees themselves, which is in line with regulations. But if private cars join in special cars or provide regular car rental service to work in general taxi service by rental agencies, these are illegal operations, such as arranging the drivers to attract passengers by using rental cars.

We all can see the benefit of special cars, yet many cars without an operating license have been used as auto rental cars to make money, so once a dispute arises, the passenger can hardly safeguard their legal rights. For those who support the private car, they were certainly not once taken to remote places with extra charges by illegal taxies; or they were certainly not be stopped by illegal taxies. The private and special cars are illegal taxies and without any excuses; it's illegal, making money but not paying taxes.
