Top priority

In a ceremony to commemorate the 95th anniversary of the founding of the Communist Party of China held on July 1, 2016, Xi said: "Development is the top priority in governing the country and reviving the nation, and it holds the key to solving all the problems confronting China."

He said that as the largest developing country in the world, China is still in the primary stage of socialism and will remain so for a long term, and the principal problem in our society is how to meet the ever-growing material and cultural needs of the people.

New mode in 13th Five-Year Plan period

At the Fifth Plenary Session of the 18th CPC Central Committee, a new development mode was put forward to guide the development in the 13th Five-Year Plan period (2016-2020). The new mode features innovation, coordination, greenness, openness and sharing in development.

Innovation is the core

"Innovation is the primary driving force of development," according to CPC's blueprint for the 13th Five-Year Plan. Xi Jinping said that the country must put innovation at the core of its development, and make innovation an ethos in the whole society.
