HARBIN, Northeast China: Harbin has spared no effort in organizing a splendid Winter Universiade and is "absolutely capable" of holding a Winter Olympics, George Killian, president of the International University Sports Federation (FISU) said yesterday.

Killian arrived in the northeastern Chinese city on Saturday to attend the biennial university games, which opens today. "Harbin is all ready for the Games. We are going to open a new chapter in the history of FISU (this week)," he said.
