Ex-chengguan boss jailed for eight years
A former head of the Huairou district urban management department who took bribes and embezzled money has been jailed for more than eight years.
Jing Quanshun was convicted in Huairou district court of embezzling 240,000 yuan and taking millions of yuan in bribes with the assistance of accountant Cao Yueqing in 2006-08.
Jing, aged 50, is the former head of the Huairou urban management department, whose officers are known as chengguan. He surrendered to the Party's disciplinary department in Nov 2008.
Court documents obtained by METRO show that Jing was sentenced to eight and a half years for his crimes. They did not reveal when the hearing was held.
The court found that between Jun 2006 and Apr 2008, Jing ordered Cao not to record department income and to change expense claims.
Zhu Jianhua, boss of Beijing Fuweige clothing company, told the court his company was required to overstate its costs on invoices between Dec 2005 and Jan 2007, when his company provided uniforms for chengguan officers.
Accounts were overstated by between 80,000 and 100,000 yuan each time. His company was given a total of 288,000 yuan in commission for their trouble.
Between March 2006 and April 2007, Jing also embezzled money using forged accounts from a decoration project. He asked Miao Chengwen, a construction contractor to overstate the budget.
Among other witnesses called to testify at the hearing, Wang Fuchun, the boss of a Beijing construction company, said his company was also asked to overstate its costs for a demolition project at the end of 2006.
Yang Lanlin, the manager of Beijing Sunshine Chunyu Technology Company, said he gave Jing 10,000 yuan and a computer worth 3,999 yuan as gifts between Apr and Jul 2008.
In early 2008, he said he arranged for Jing's wife to travel to Japan to maintain his relationship with urban management.
