The Chinese government, like so many others, has tried to stimulate the economy and exports. These efforts are undermined, however, by the artificial shortage at the shipping lines keeping vessels from sailing. They do this to drive up prices in order to make profit.
The added negative effect is that now there is a real shortage (as vessels are kept from sailing even with higher prices and demand), resulting in goods staying on the quay for two to three weeks at times. This is bad for exports: Buyers cancel their orders and start relying on production close to home for timely deliveries.
