The 2008 financial crisis has brought challenges as well opportunities to a number of countries, such as China, where labor is relatively cheap. During the crisis service outsourcing became an effective way of cutting costs. As a city with a substantial skill pool, there may never have been a better time for Shanghai to develop its service outsourcing industry.
