China will guarantee the people's right to enjoy high-quality cultural services and products as well as encourage more social stakeholders to participate in the sector, the culture minister said.

Luo Shugang said the Public Cultural Service Guarantee Law enacted on March 1 is part of a comprehensive framework for the rule of law and is fundamental.

"The law defines our duties, mainly in safeguarding the basics and ensuring equality of cultural resources," he said today on the sidelines of the ongoing two sessions.

He said the law guarantees people's access to cultural services and invites more social participants to work with the government to "help produce the cultural products and services people really want".

More organizations will be invited to help with decision-making, management, operations and supervision of public cultural facilities, Luo said.
