Both the development speed and the quality of the "Two-Oriented" Society pilot area and Changsha have been upgraded. This occurred during the beginning of the second phase of Changsha's "Two-Oriented" Society construction.
In 2011, the total output value and the gross value of industries above the designated size hit 141.8 billion and 239 billion yuan respectively, increasing by 16.6 percent and 31.3 percent. There were 83 major projects brought in with an output value of 34.4 billion yuan, and 108 high-tech enterprises were introduced. Changsha is expected to realize a GDP of 560 billion yuan, an increase of 14 percent.
Changsha's leading role as the capital city in economic contribution share was firmly enhanced, accounting for almost 30 percent of the provincial economic aggregate and 66 percent of the Changsha-Zhuzhou-Xiangtan City Cluster. Its comprehensive competitiveness jumped to the 9th among the large and medium-sized cities in China with its economic operational quality and performance further improved. The fiscal revenue within its jurisdiction area soared to 120 billion yuan, the general budgetary revenue exceeded 100 billion yuan and local fiscal revenue reached 66 billion yuan. The disposable income per capita in both urban and rural areas was 26,235 yuan and 12,450 yuan respectively, topping the provincial cities in central China.
